Landlord Hangs Tenant's Dog On His House's Roof [You Won't Believe Why]

According to the informant, this incident happened at Sapade along Lagos-Ibadan Exp-Way, a tenant who just moved in with his dog few weeks ago. The landlord told the dog's owner that animals are not allowed into his compound and also should the keep  deceased dog out of his zone which we know isn't possible because can't stand on a spot.

This issue caused an argument among them for weeks to a certain point when the tenant came back from work but to find his dog is no where to found but was left hanging from the building's roof and dead. The other also testified seeing the landlord around the tenant's apartment earlier that day. But who do you report this type of situation like this to in Nigeria?..See another photo after the jump...
